ABOUT THE ROLE

As a Commercial and Procurement Specialist, you will work closely with program and business stakeholders to offer commercial expertise and drive the strategic vision for sourcing, contract management, and supplier management activities. You will provide a proactive, consistent and responsive approach to achieving value for money from third party spend and driving greater supplier performance. This in turn will allow your stakeholders to optimise their service delivery model/s and provide an efficient, effective and economical service to the department.


You will be able to demonstrate strong stakeholder management skills, particularly in working within cross function teams to achieve commercial outcomes to drive an effective service delivery phase within the end-to-end sourcing lifecycle.

POSITION SPECIFIC ACCOUNTABILITIES

  • Lead procurement activities, manage negotiations, and provide recommendations that align with service and budget goals.
  • Develop strategic acquisition plans to meet complex sourcing requirements, engage with suppliers to assess their offerings and capabilities, execute sourcing strategies, analyze data and market trends, and professionally present findings and recommendations.
  • Understand cost structures and financial analysis to evaluate financial information effectively.
  • Provide timely advice on contract interpretation, leveraging advanced negotiation skills to navigate supplier discussions and secure favorable outcomes, even in challenging or ambiguous situations.
  • Support the program and business in managing commercial relationships between key suppliers and stakeholders.
  • Work closely with program stakeholders to define scope and requirements, ensuring alignment with program objectives and expectations.
  • Exhibit confidence in managing disputes and ensuring successful resolution to achieve acceptable commercial outcomes.
  • Shape contract terms and conditions, collaborating with legal teams when necessary, to implement best practices that manage risk and maximize value.
  • Prepare expenditure approval and contract execution briefs for management and executive teams.
  • Partner with program stakeholders to manage high-risk, high-value contracts, applying subject matter expertise to drive performance management, financial oversight, risk management, and supplier due diligence.
  • Ensure strict adherence to procurement policies and procedures, maintaining accurate documentation of all procurement activities.
  • Stay informed about industry trends and best practices to drive continuous improvement in procurement processes.
  • Foster strong relationships with internal and external stakeholders to promote effective communication and collaboration.
  • Represent the Commercial team in program-wide consultative forums, including change management discussions.
  • Act as a subject matter expert for the procure-to-pay system, offering guidance and support to the business group on system processes.

  • In-depth knowledge of contracts, service level agreements, and statements of work.
  • Skilled at preparing go-to-market documents based on business needs.
  • Capable of evaluating complex commercial models.
  • Skilled in maximizing cost savings and value from vendor relationships.
  • Able to manage multiple complex projects involving various stakeholders.
  • Proficient in negotiating contracts and terms with suppliers.
  • Experienced in identifying, assessing, and mitigating procurement risks.
  • Proficient in managing procurement projects from initiation to completion.
  • Familiar with procurement software and tools.
  • Ability to analyze financial reports and statements to guide procurement decisions.
  • Adaptable to changes in procurement processes and technologies.
  • Skilled in building and nurturing strong supplier relationships.
  • Ability to develop and implement long-term procurement strategies.
  • Ensure precision in procurement tasks and documentation.
  • Experience in procurement and/or contract management for telecommunications networks and infrastructure projects.
