About the Role:
The Human Capital Management (HCM) Program is a long-term initiative that leverages technology to enhance and simplify the delivery of key people management services within the department. This program will roll out functionality through various stages, supported by a large, multi-disciplinary team. The program is divided into several workstreams, each reporting to the Program Director. These include Program Management, Delivery Management, Commercial Oversight, Business Transformation, Technical Solutions, and Change Management.

Responsibilities:
- Support Design and Implementation: Collaborate with the Functional Lead and the program team to drive the success of the HCM Program, contributing to the design, documentation, requirements gathering, process mapping, and implementation of SuccessFactors solutions for people management services.
- Engage with Stakeholders: Work closely with subject matter experts (SMEs) and key stakeholders to understand and document the current state of people management services and their delivery methods across the department.
- Service Redesign and Transformation: Assist in redesigning people management services to align with business transformation goals, ensuring a customer-focused approach to identify opportunities for improving service quality and efficiency.
- Align Service Design Across Implementation: Collaborate with the Business Transformation team to ensure the vision and objectives of the service designs are consistently integrated across all program implementation activities and releases.
- Guide Solution Design: Partner with the solution implementation partner to influence transformational design, ensuring that the technology and system specifications align with the program's strategic goals.
- Collaborate on Technical Requirements: Work with the Functional Solution Architect and technical teams to provide input on integration, data migration, and technical specifications to support the successful implementation of service solutions.
- Contribute to Change Management: Provide support to the Change Management stream by offering insights and assistance in business readiness, training, and the adoption of changes.
- Support Testing and Quality Assurance: Assist the Testing stream by contributing to user stories, test case development, testing activities, and defect resolution to ensure the successful deployment of solutions.
Essential Skills:
- Extensive Business Analysis Experience: Over 10 years of experience as a Business Analyst, with a focus on service transformation projects in the HR domain, including complex HR project environments.
- HR/HCM Transformation Expertise: Proven experience in HR/HCM transformation initiatives, particularly with the implementation of SAP SuccessFactors, including modules such as Employee Central, Reporting, Recruitment, and Onboarding.
- Job Architecture Implementation: Hands-on experience in implementing Job Architecture, specifically using Job Profile Builder, SAP ECC, and SAP EC.
- Attention to Detail & Stakeholder Engagement: Strong attention to detail with advanced skills in documentation, process mapping, and engaging stakeholders effectively throughout the project lifecycle.
- Requirements Gathering and Process Mapping: A proven track record in gathering and documenting business requirements, process mapping (especially using Signavio), and creating Standard Operating Procedures (SOPs).
- Public Sector Experience: Previous experience working within large public sector organizations is highly preferred.
- Adaptability in Dynamic Environments: Comfortable working in fast-paced, dynamic, and ambiguous environments, with a focus on developing tailored, fit-for-purpose solutions.
- Strategic and Tactical Balance: Ability to seamlessly switch between strategic thinking and hands-on delivery, ensuring alignment with business objectives.
- Familiarity with Collaboration Tools: Proficiency in tools such as JIRA and Confluence (or similar) for managing requirements, risks, issues, and other program specifications.
- Consulting Experience: Previous consulting experience is advantageous, bringing a versatile approach to problem-solving and solution delivery.
