Job description

This government sector is seeking a skilled Business Analyst with experience in supporting the delivery of Spatial ICT projects and programs.

The role forms part of a program team tasked with the successful delivery of Enterprise Spatial Strategy through a multi-year program of work.

The role sits in the Spatial Platform Team within the Information Services Branch and reports to the Enterprise Spatial Platform Manager.

Your key responsibilities include:

Strategy Analysis

  • Current state analysis and definition
  • Future state definition
  • Process modelling and analysis (As-is and To-Be)
  • Data modelling and analysis
  • Gap analysis and Issues/Opportunities
  • Definition and prioritisation of business outcomes
  • Identification of milestones, work packages and development of road map for change strategy.

Requirements Analysis and Design Definition

  • Business Requirements
  • Functional Requirements Specification/ Use Cases
  • User Stories and Acceptance Criteria
  • Stakeholder Requirements
  • Transition Requirements

Solution Evaluation

  • Advisory or participation in vendor/product evaluation as part of Procurement exercise

Other Duties

May contribute to supporting other practices including Organisational Change Managers in Business Transition and Business Impacts, Procurement, Solution Design and Architecture and Testing Services

Required skills and experience:

  • Highly developed interpersonal communication skills, including the ability to negotiate, consult, coordinate and deliver substantial business analysis and solution conceptualisation in a large, diverse and complex organisation.
  • Superior written communication skills and demonstrated extensive experience in preparing high-quality business analysis artefacts such as business requirements, functional requirements, process maps and models, business rules, business cases, options papers, test scenarios, etc. for both business and technical audiences.
    • Expert analytical and problem solving skills, together with the ability to apply that knowledge and experience to the areas of process analysis, data analysis, cost benefits analysis and business systems analysis, in order to identify both opportunities for improved services and creative solutions to support business outcomes.
    • Experience in the evaluation and assessment of tender and contract documentation, including evaluation of vendor responses.
    • Demonstrated high level ability to establish and grow collaborative relationships (building trust and providing reliability), with staff from varying technical disciplines, and with customers, suppliers, project managers and stakeholders.

    Desirable

    • Relevant tertiary qualifications.
    • Experience working in an Agile project delivery environment.
    • Experience in using Jira, Confluence or Blueworks.
