Job description

Our client is a large government department who are currently looking for an ICT Portfolio Delivery Lead to join them on a 12 month contract + extensions. This role is based in Brisbane CBD + flexible work from home on offer.

The ICT Portfolio Delivery Manager (PDM) role provides leadership and direction to drive the delivery of the ICT Program of Work (PoW). The PDM role is accountable for ensuring the successful delivery of a subset of the PoW through the portfolio of projects they are allocated in accordance with endorsed delivery and governance frameworks.

PDMs require ability to influence as well as a strong program/project management experience in a complex ICT environment. The PDM role is responsible for ensuring successful planning, prioritisation and delivery of portfolio outcomes within the agreed scope, budget and timeframes, and that the solutions they deliver are responsive to business and customer needs and are sustainable in an enterprise environment. The PDM role ensures that they and their projects leverage enabling services such as the Portfolio Management Office and each of the ICT delivery teams to optimise and de-risk project delivery.

Key Accountabilities:

  • Lead and role model customer focus by working together with other areas of the department to solve customer issues.
  • Model and lead performance excellence and values-based culture in line with the department's Leadership Blueprint.
  • Manage the performance of their portfolio of projects through assurance and governance. Ensure that:
  1. Projects meet the expectations of their respective Project Owners;
  2. Assurance phase progression checkpoint reviews are undertaken for each project
  3. Risks and Issue registers are accurate and that project status reports and cost plans are completed on time and accurately with realistic forecasts ;
  4. and that their PMs develop project schedules that are fully resourced (effort based) with forward schedule of realistic tasks.
  • Collaborate with other PDMs within the Information Services branch to leverage the different capabilities across the branch.
  • Assist Project Managers and Project Controllers regarding approaches and strategies to deliver or recover projects, triage escalations to ensure the right issues / matters are escalated early.
  • Manage by reviewing and ensuring completeness of project variations in a timely manner before submission to the respective governance forums.
  • Facilitate the governance and assemble of digital capabilities associated with a digital domain, which the portfolio is governed through.
  • Lead the identification of project interdependencies within and outside own portfolio and ensure these are captured in project schedules for reporting and awareness. Managing conflicting priorities across portfolios with other PDMs.
  • Contribute to the budget review processes. Ensure also that ICT projects do not exceed budget support costs; and if design/solution/approach should change at any phase then re-forecast support costs and escalate.
  • Contribute to the Investment Planning Framework (IPF) process through participation in estimation workshops and signoff of ICT Proposal estimates. Be involved in the sequencing and planning of the new program of work (PMO responsible and accountable to drive this activity).
  • Maintain working relationships with the relevant customer and Business Engagement Managers.
  • Actively contribute to the ISB senior leadership team; by identifying and championing continuous improvement opportunities to improve project velocity and business outcomes.
