Job description

THE ROLE

  • Lead high-value strategic procurement activities through the departments contracting frameworks (QITC/GITC, General Goods and Services) in accordance with departmental policies and procedures.

  • Apply innovative and strategic procurement approaches to achieve business outcomes while ensuring compliance with procurement frameworks.

  • Independently assess procurement risks in relation to strategic procurement.

  • Conduct market research and planning to develop sourcing and contracting strategies.

  • Collaborate with stakeholders to refine specifications and ensure business requirements are well-defined.

  • Develop tender documentation, evaluation plans, and administer the go-to-market and evaluation processes with a focus on probity requirements.

  • Draft, review, and negotiate contracts, ensuring they align with departmental needs and objectives.

  • Design and implement negotiation strategies for high-value, high-risk contracts.

  • Represent procurement at board meetings and steering committees.

  • Maintain knowledge of Queensland Procurement Policy, Contract Law, and legislative issues related to contracting.

  • Uphold ethical, honest, and equitable procurement processes in line with probity standards.

  • Undertake contract management activities and other relevant duties as required.

  • Maintain quarterly Key Performance Indicators (KPIs) where applicable.

About You:

  • Extensive experience in ICT procurement within government and/or private sector environments.

  • Strong understanding of Queensland Government procurement policies, QITC/GITC frameworks, and General Goods and Services contracts.

  • Proven ability to develop and implement strategic procurement plans, tender documentation, and negotiation strategies.

  • Excellent stakeholder management, communication, and negotiation skills.

  • Ability to manage complex procurement processes while ensuring compliance with probity and legislative requirements.

  • Experience representing procurement functions at senior levels, including board and committee meetings.

Desirable Qualifications & Experience:

  • Experience in procurement for ICT-related projects in transport or infrastructure sectors.

  • Familiarity with public sector procurement governance, frameworks, and compliance requirements.

  • Strong background in contract negotiation and vendor management.
