THE ROLE
Lead high-value strategic procurement activities through the departments contracting frameworks (QITC/GITC, General Goods and Services) in accordance with departmental policies and procedures.
Apply innovative and strategic procurement approaches to achieve business outcomes while ensuring compliance with procurement frameworks.
Independently assess procurement risks in relation to strategic procurement.
Conduct market research and planning to develop sourcing and contracting strategies.
Collaborate with stakeholders to refine specifications and ensure business requirements are well-defined.
Develop tender documentation, evaluation plans, and administer the go-to-market and evaluation processes with a focus on probity requirements.
Draft, review, and negotiate contracts, ensuring they align with departmental needs and objectives.
Design and implement negotiation strategies for high-value, high-risk contracts.
Represent procurement at board meetings and steering committees.
Maintain knowledge of Queensland Procurement Policy, Contract Law, and legislative issues related to contracting.
Uphold ethical, honest, and equitable procurement processes in line with probity standards.
Undertake contract management activities and other relevant duties as required.
Maintain quarterly Key Performance Indicators (KPIs) where applicable.
About You:
Extensive experience in ICT procurement within government and/or private sector environments.
Strong understanding of Queensland Government procurement policies, QITC/GITC frameworks, and General Goods and Services contracts.
Proven ability to develop and implement strategic procurement plans, tender documentation, and negotiation strategies.
Excellent stakeholder management, communication, and negotiation skills.
Ability to manage complex procurement processes while ensuring compliance with probity and legislative requirements.
Experience representing procurement functions at senior levels, including board and committee meetings.
Desirable Qualifications & Experience:
Experience in procurement for ICT-related projects in transport or infrastructure sectors.
Familiarity with public sector procurement governance, frameworks, and compliance requirements.
Strong background in contract negotiation and vendor management.
