Job description

Location: Canberra, War fighting Networks and Applications Support Organisation , ICT Delivery Division, Chief Information Officer Group.

Contract Duration: 6 months

Overview: The Situational Awareness Capability Element (CE) Lead will work within the Warfighting Applications Product Line area, playing a crucial role in enhancing the Joint C2/C4 capability in both fixed and deployed operating environments. This role focuses on Planning and Execution, and its related applications/systems, ensuring the successful transition and rationalization of support arrangements for legacy Joint C2/C4 applications/systems, as well as the development and implementation of new support arrangements in collaboration with industry partners.

Key Responsibilities:

  • Develop and implement strategic plans and schedules for the transition and rationalization of support arrangements for legacy Joint C2/C4 applications/systems.
  • Contribute to industry engagement activities, including the development of Statements of Work, raising Tasking Orders, and contract performance monitoring.
  • Compile a backlog of requirements and capability improvement initiatives in consultation with current users, product managers, and support contractors.
  • Work with Strategic Partners to manage the Defence User / Commercial Supplier interaction in the formulation and documentation of Joint C2/C4 requirements.
  • Drive improvements through identifying and evaluating capability gaps and inefficiencies, including opportunities to rationalize Joint C2/C4 applications/systems.
  • Coordinate and provide secretariat support to User-led Capability Boards leading up to and during Tranche 1.
  • Supervise, coordinate, and manage Strategic Partner service delivery.
  • Provide end-to-end, whole-of-capability lifecycle support for the Joint C2/C4 applications/systems applicable to the CE during Tranche 1, including budget management, effort tracking, and expenditure oversight.
  • Plan subsequent tranches, including priorities, with user input.
  • Support Joint C2/C4 Program Governance and reporting requirements.
  • Ensure compliance with relevant policies and standards.

Required Skills and Experience:

  • Excellent verbal and written communication skills.
  • Experience in strategic planning and project management in complex and ambiguous environments.
  • Ability to apply Product Manager (Delivery Group) responsibilities as defined in the Defence Capability Life Cycle Framework.
  • Management experience in Joint Headquarters / single-Service headquarters, particularly in Joint C2/C4.
  • Ability to work with senior military officials and commercial providers to identify and manage competing priorities.

Mandatory: Have and maintain a Negative Vetting 1 (NV1) security clearance and the ability to upgrade to NV2 as required and requested by the Commonwealth
